DATE: April 26, 2012 – COUNTRY: India – PORT: all ports  – Guidelines for Regulation of Tariff at Major Ports

The Indian Ministry of Shipping has extended the validity of the ‘Guidelines for Regulation of Tariff at Major Ports, 2004’ for a period of three months from 31 March 2012, or until further orders, whichever is earlier.

DATE: April 26, 2012  –  COUNTRY: Singapore – PORT: Singapore -Construction of Changi East Finger Extension

The working area and period have been revised for the construction of Changi East Finger Extension.

According to the Maritime and Port Authority of Singapore Port Marine Notice No.52 of 2012, the works are now being conducted 24 hours daily – including Sundays & Public Holidays – until 24 October 2012, within the area bounded by the following co-ordinates (WGS 84 Datum):

A) 01˚ 21.464’N / 104˚ 02.520’E

B) 01˚ 21.226’N / 104˚ 02.827’E

C) 01˚ 20.843’N / 104˚ 02.821’E    (CEF-03 / Yellow Pillar / Fl.Y.4S)

D) 01˚ 20.707’N / 104˚ 02.626’E    (CEF-02 / Yellow Pillar / Fl.Y.4S)

E) 01˚ 20.707’N / 104˚ 02.358’E    (CEF-01 / Yellow Pillar / Fl.Y.4S)

F) 01˚ 21.156’N / 104˚ 02.261’E

G) 01˚ 21.318’N / 104˚ 02.397’E Q) 01˚ 21.340’N / 104˚ 02.416’E

The work will entail sand filling, installation of prefabricated vertical drain vibro-flotation, stone revetment, scouring protection, construction and removal of instrumentation clusters. Installation and removal of silt barricades will be carried out by the work barges.

Soil investigation works will be carried out by the jack-up barge within the working area.

Craft involved in the works will exhibit the appropriate local and international day and night signals.

When in the vicinity of the working area, mariners are reminded to: (a) Keep well clear and not to enter the working area; (b) Maintain a proper lookout; (c) Proceed at a safe speed & navigate with caution; (d) Maintain a listening watch on VHF Channel 21 (Sembawang Control); and (e) Communicate with Sembawang Control on VHF Channel 21 for assistance, if required.

DATE: April 26, 2012 – COUNTRY: Singapore – PORT: Singapore Soil investigation off East Keppel Fairway

  • From 27 to 30 April, 2012, soil investigation works will be carried out off East Keppel Fairway.
  • 1) 1° 13.007’N / 103° 52.001’E AVC
  • 2) 1° 13.008’N / 103° 52.000’E AVC
  • 3) 1° 13.006’N / 103° 52.001’E AVC
  • 4) 1° 13.003’N / 103° 52.003’E AVC
  • 5) 1° 13.001’N / 103° 52.004’E AVC
  • 6) 1° 13.004’N / 103° 52.001’E AVC
  • 7) 1° 13.012’N / 103° 52.003’E AVC
  • 8) 1° 13.009’N / 103° 52.005’E AVC
  • 9) 1° 13.006’N / 103° 52.006’E AVC
  • 10) 1° 13.003’N / 103° 52.008’E

According to the Maritime and Port Authority of Singapore’s Port Marine Notice No.53 of 2012, the works will be conducted 24 hours daily – including Sundays & Public Holidays – at the following marine borehole co-ordinates (WGS 84 Datum): AVC

The Work boat “Vos Surveyor” will deploy vibro core frames on the sea bed to gather samples. A safety boat will be deployed in the vicinity of the working area to warn other craft of the project work.

Craft involved in the works will exhibit the appropriate local and international day and night signals.

When in the vicinity of the working area, mariners are reminded to:

  • (a) Keep well clear and not to enter the safety zone of the barges;
  • (b) Maintain a proper lookout;
  • (c) Proceed at a safe speed and navigate with caution;
  • (d) Maintain a listening watch on VHF Channel 12 (East Control); and
  • (e) Communicate with East Control on VHF Channel 12 for assistance, if required.

DATE: April 26, 2012 – COUNTRY: Panama – PORT: Panama Canal – Gatun locks west lane outage

The Panama Canal has tentatively scheduled Gatun locks west lane outage during May 14-23, 2012 (10 days).

The estimated transit capacity would be 26-28 ships daily, so it is recommended to consider make transit booking application to avoid undue delays during this period.
