The New Year Countdown Celebration which consists of a pyrotechnic display and lighting effect show will take place around midnight on the New Year’s Eve, 31 December 2012.

The pyrotechnics will be discharged from the Hong Kong Convention and Exhibition Centre (HKCEC) and five buildings on Hong Kong Island; and at sea from three barges and ten pontoons anchored off the HKCEC. The lighting effect show will be conducted on two barges anchored off the HKCEC and one barge anchored off Tsim Sha Tsui.

DESIGNATED WATER AREA
A Designated Water Area, encompassing the five barges and ten pontoons to stage the aforesaid waterborne pyrotechnic display and lighting effect show will be established between 1400 hours on 31 December 2012 and 0100 hours on 1 January 2013 with the following details:

(i) The area is formed by straight lines joining the following co-ordinates (WGS-84 Datum) (A) to (F) and the adjacent shoreline:
(A) 22 deg. 17.075’N / 114 deg. 10.475’E
(B) 22 deg. 17.075’N / 114 deg. 10.508’E
(C) 22 deg. 17.227’N / 114 deg. 10.508’E
(D) 22 deg. 17.227’N / 114 deg. 10.176’E
(E) 22 deg. 17.075’N / 114 deg. 10.176’E
(F) 22 deg. 17.075’N / 114 deg. 10.331’E

(ii) From 1400 hours on 31 December 2012 to 0100 hours on 1 January 2013, no vessel, other than excepted vessels, will be allowed to enter or remain within the Designated Water Area. The excepted vessels are Government launches, vessels directly involved in the pyrotechnic display and lighting effect show, and vessels that have obtained special permission from the Director of Marine.

VIEWING AREAS
Two viewing areas will be established on both sides of the HKCEC during the period of the Countdown Celebration, with the following details:

(i) West Viewing Area will be established to the northwest of the HKCEC, this area is bounded by straight lines joining the Following co-ordinates (WGS-84 Datum):
(G) 22 deg. 17.152’N / 114 deg. 10.110’E
(H) 22 deg. 17.235’N / 114 deg. 10.110’E
(I) 22 deg. 17.270’N / 114 deg. 09.876’E
(J) 22 deg. 17.152’N / 114 deg. 09.876’E

(ii) East Viewing Area will be established to the northeast of the HKCEC, this area is bounded by straight lines joining the following co-ordinates
(WGS-84 Datum):
(K) 22 deg. 17.232’N / 114 deg. 10.894’E
(L) 22 deg. 17.443’N / 114 deg. 10.894’E
(M) 22 deg. 17.311’N / 114 deg. 10.605’E
(N) 22 deg. 17.100’N / 114 deg. 10.605’E

(iii) Spectator vessels should remain in the Viewing Areas and shall avoid impeding the safe passage of vessels navigating in the fairways.

CONTROL AREA
A Control Area will be established in the Central Harbour from 2300 hours on 31 December 2012 to 0100 hours on 1 January 2013 with the following details:

(i) The eastern limit of the Control Area is a straight line joining the south extremity of MTR Hung Hom Freight Terminal Pier and the breakwater at Kellett Island, Royal Hong Kong Yacht Club.

(ii) The western limit of the Control Area is a straight line joining the southwest extremity of the Ocean Terminal and the Central Pier No.8.

(iii) Marine Department launches and Marine Police launches will regulate marine traffic inside and in the vicinity of the Control Area. Depending on the marine traffic density in the Control Area, incoming vessels may be diverted to other suitable areas outside the Control Area.

Masters, coxswains and person-in-charge of vessels navigating in the vicinity should proceed with caution, and comply with any instructions
given by the officers of the Marine Department and Marine Police. Compliance with the provisions of the International Regulations for
Preventing Collisions at Sea, 1972 is mandatory.

Port Kembla coal terminal will be operating as normal during the New Year
period. The office will be closed on Tuesday, 1st Jan, due to the New Year
Public Holiday and email communications will be monitored.
