Change to cell phone numbers

From tomorrow (27 October 2013) all cell phone numbers of Rio de Janeiro
and Espírito Santo States will be composed by nine digits.

All  existing phone numbers within area codes 21, 22 and 24 (RJ), 27 and 28
(ES) will have the number 9 added at the beginning of the sequence.

Fro example, after 27 October, the number +55 21 8208… will become +55 21
98208…
