Oil spill update (24 February)

The Lower Mississippi River is closed from MM90 to MM155, AHP due to
floating oil.

On February 22, two vessels collided near MM 154 AHP resulting in a barge
breach and release of a large volume of light crude oil into the
Mississippi River.

The Captain of the Port will allow vessels to transit to/from berths and
anchorages within the affected area (MM 155 – MM 90 AHP) after checking in
with VTS.

All vessels within the contaminated area are limited to transits there
within, until further notice.

No vessels may enter or depart the contaminated area without permission of
the VTS.

Vessels between the Huey P. Long Bridge and MM 90 AHP are allowed to
transit down river with the following conditions;
– Receipt of a Contamination Self-Assessment Certification form certifying
the vessel’s hull as clean, and VTS clearance.

Many vessels in the affected area (MM 155 – MM 90 AHP) may be contaminated
with this oil. These vessels are required to report contamination status to
the Incident Command Post through Vessel Traffic Service (VTS).

To facilitate decontamination, prevent further environmental and vessel
contamination, and to expedite the resumption of River traffic, the Captain
of the Port (COTP) New Orleans has implemented the following:

All vessels within the contaminated area (MM 155 – MM 90 AHP) are required
to complete the Contamination Self-Assessment Certification
form and fax or e-mail it to VTS: fax # (504) 365-2519, e-mail
D08-PF-VTSNEWORLEANS-LMR@USCG.MIL.

Only one form is required per vessel. Towing vessels may use one form to
account for all barges in tow by listing the name of each barge in the tow
on the form with the name of the towing vessel. If a vessel is determined
to be contaminated and as operations permit, please include photographs of
the hull.

River closed to navigation due to limited visibility

The Lower Mississippi River remains closed to navigation at Algiers Point
today (24 February) after traffic was halted due to limited visibility
(fog) at 2210 hours yesterday.

The NOAA has provided the following fog forecast:

QUOTE….
Early this morning, visibility remains significantly restricted on the
river.

Winds…we anticipate northeast winds to increase to 8 to 10 knots by
midmorning
(9-10 am). This should provide some improvement in visibility with the wind
speed increase. Unfortunately, winds are expected to drop off to light and
variable or calm again after sunset with the potential for low visibilities
to return after about 9 pm. Winds will become east and increase to 5 to 10
knots during the day Tuesday, with a shift to the southeast ahead of the
front Tuesday night.
At this time, best timing of the next cold front has it passing through the
area after midnight Tuesday night. A significant increase in winds is
anticipated prior to sunrise of Wednesday with sustained north winds of 15
to 20 knots expected by sunrise Wednesday. This front will be accompanied
by much drier air which will sweep any remaining fog out of the area.

Precipitation…rain chances less than 20 percent through tonight. Rain
chances increase Tuesday morning…from approximately 30 percent
during the morning to 60 percent by late afternoon, and to approximately 80
percent Tuesday night.
Isolated thunderstorms will be possible Tuesday afternoon and Tuesday
night. Light rain may linger for several hours behind the front into
Wednesday morning.

Fog prompts Texas port closures

Ship traffic was halted yesterday (23 February) due to fog at the following
ports in Texas.

HOUSTON, GALVESTON, TEXAS CITY:
According to the Houston Pilot Office, ship traffic was stopped at 0540
yesterday (23 February) due to fog. Ship traffic at Texas City was also
stopped at 0230 yesterday.

BEAUMONT – PORT ARTHUR:
As per Sabine River Pilot Office, ship traffic was stopped at 0130 hours.

CORPUS CHRISTI:
The Harbor Master’s Office at Corpus Christi advises that ship traffic was
stopped at 1900 yesterday evening due to fog.

Enhancement to Marinet systems

On 1 April 2014, the MPA will launch a series of e-Finance initiatives on
the Marinet system. e-Finance aims to provide customers with increased
convenience in retrieving financial documents and offer alternative modes
of payment.

The new e-Finance services will comprise the following:
– e-Bills: Bill of up to a year can be viewed, downloaded or printed online
– e-Statement: Statements of account of up to a year can be retrieved
online
– e-Payment: Payments for bills and fines can be made using e-Nets which is
a direct debit to bank account or credit card (Visa, Mastercard and Amex)
– e-Wallet: Payments for value-added services can be made using e-Wallet’s
stored value system. Customers on Giro can choose to top up the e-Wallet
using Firo.

All Marinet users will be able to utilise these new e-Finance services free
of charge, via Marinet at https://marinet.mpa.gov.sg

In response to customer feeback, access charges to Marinet will be removed
from 1 April 2014. Access charges comprise of the monthly subscription fee
of $10.70. Marinet Log-on ID registration charge of $42.80 each and
Singpass logon charge of $0.21 each.

With free Marinet access, customers with existing Marinet access wouold
enjoy cost savings from $128 to $556 per year.

Tributary Unit adjustment

The Venezuelan government has increased the Tributary Unit (T.U.) by 18.69%
from BsF. 107.00 to BsF. 127.00.

The adjustment is effective from 19 February.

Port services costs affected by this adjustment as follows:
* Inea development fund tax.
* Pilotage dues.
* Boat services.
* Customs +Port Authorities.
* Bar toll charges.
* Tug boats.

Other services rendered by the government are also calculated on the basis
of T.U. In coming days, other services providers are expected to also
adjust their costs.
