New attestation & endorsement services

The Maritime Administration of the United Arab Emirates has introduced
services for the attestation of seaman contract and issuance of
oil/chemical/gas tanker endorsement.

ATTESTATION OF SEAMAN CONTRACT:
This service is applicable for Crew working on UAE Flagged vessels that are
engaged in International voyages are required to have their Seaman Contract
attested by the Administration. The service will be provided alongwith the
issuance of Seaman Cards. This is applicable for both New and renewal of
Seaman Cards.
Fees charged will be AED 300/- per Seaman Contract.

ISSUANCE OF OIL / CHEMICAL / GAS TANKER ENDORSEMENT:
Crew working on UAE Flagged vessels (Oil / Chemical / Gas Tanker) are
required to obtain Tanker Endorsement Certificate from the Administration.
Fees charged will be AED 350/- per endorsement.

Documents required are as follows:
a) Copy of the Seaman Contract
b) Copy of Oil / Chemical / Gas Tanker Familiarization Course / endorsement
certificate.
c) Copy of the Passport

Currently, the above services will be provided directly from NTA Service
Centres. In due course, the clients will have the service through online
Marine Licensing System.

The above services are mandatory requirements and come into force with
immediate effect.

Unlit buoy

The buoy (DB 1) (25 deg. 16.94’N / 055 deg. 03.67’E) has been reported
unlit.

During the time of darkness all vessels in the vicinity of the buoy (DB 1)
shall navigate with extreme caution.

Vessels shall notify Dubai Maritime City Authority (DMCA) Tel: 04-3455545
if any similar case occurs….

Construction of Changi East Finger Extension

The working period for the construction of Changi East Finger Extension has
been extended. The works will now be conducted from 25 April to 24 October.

According to the Maritime and Port Authority of Singapore Port Marine
Notice No. 50 of 2014, the works will be carried out 24 hours daily –
including Sundays & Public Holidays – off Kuala Johor and its vicinity,
within the area bounded by the following co-ordinates (WGS 84 Datum):
A) 01¢ª 21.464’N / 104¢ª 02.520’E
B) 01¢ª 21.226’N / 104¢ª 02.827’E
C) 01¢ª 20.843’N / 104¢ª 02.821’E
(CEF-03 / Yellow Pillar / Fl.Y.4S)
D) 01¢ª 20.707’N / 104¢ª 02.626’E
(CEF-02 / Yellow Pillar / Fl.Y.4S)
E) 01¢ª 20.707’N / 104¢ª 02.358’E
(CEF-01 / Yellow Pillar / Fl.Y.4S)
F) 01¢ª 21.156’N / 104¢ª 02.261’E
G) 01¢ª 21.318’N / 104¢ª 02.397’E

The work will entail sand filling, installation of prefabricated vertical
drain, vibro-flotation, stone revetment, scouring protection, construction
and removal of instrumentation clusters. Installation and removal of silt
barricades will be carried out by the work barges.

Soil investigation works will be carried out by the jack-up barge within
the working area.

Craft involved in the works will exhibit the appropriate local and
international day and night signals.

When in the vicinity of the working area, mariners are reminded to:
(a) keep well clear and not to enter the working area;
(b) maintain a proper lookout;
(c) proceed at a safe speed & navigate with caution;
(d) maintain a listening watch on VHF Channel 21 (Sembawang Control);
and
(e) communicate with Sembawang Control on VHF Channel 21 for assistance, if
required.
