US Coast Guard announces TWIC reader final rule

The U.S. Coast Guard announced Tuesday [23 August] the publication of the final rule concerning Transportation Worker Identification Credential (TWIC) reader requirements. [Final rule at https://www.federalregister.gov/articles/2016/08/23/2016-19383/transportation-worker-identification-credential-twic-reader-requirements]The rule requires owners and operators of certain vessels and facilities regulated by the Coast Guard to conduct electronic inspections of TWICs as an access control measure. Flying the Red Ensign at half-mast

As a mark of respect to Mr. S R Nathan, all Singapore-registered ships are to fly the Red Ensign at half-mast from 23 August 2016 to 26 August 2016.The proper procedures for hoisting and lowering of the Red Ensign at half-mast are as follows: a) When hoisting the flag, it should be hoisted to the finial for an instant, and then lowered to half-mast. b) When lowering the flag at the end of the day, it should be hoisted to the finial for an instant, and then lowered.(For information about operations in Singapore contact GAC Singapore at singapore@gac.com)Source: Maritime and Port Authority of Singapore Port Marine Notice No.89 of 2016 dated 23 August 2016
