ENHANCEMENTS TO ANNUAL ADMINISTRATIVE FEE (AAF) SCHEME

Enhancements to Annual Administrative Fee (AAF) scheme

The AAF scheme was introduced on 1 January 2014 to provide an alternative payment mode option applicable to all Singapore-registered owners for registration and crewing-related services. Under the scheme, owners would pay a flat annual fee per ship instead of paying fees per transaction for the ship. The annual fee is charged at $600 per ship for each calendar year.As part of our efforts to extend the benefits of the scheme to the wider shipping community, this circular serves to inform and provide details of the enhanced AAF scheme which will take effect on 1st January 2017.Changes to the AAF Scheme with effect from 1st January 2017

A three tier fees will be introduced which will replace the existing flat rate of $600. The three tier fees are priced at three different rates according to the size of ship. Owners are required to indicate the Tier based on the gross tonnage of the ship as per the Certificate of Registry or the International Tonnage Certificate (ITC) or statement of ITC (for unregistered ship).

Tier 1
Size: 0-299 GRT
Price (inclusive of GST): $120

Tier 2
Size: 300-2,000 GRT
Price (inclusive of GST): $300

Tier 3
Size: Above 2,000 GRT
Price (inclusive of GST): $600

The following arrangements will remain unchanged:

a) Service Coverage
The existing ship registration and crew manning services remain unchanged. Please refer to the Annex A below.

b) Non-Refundable
Tier fees are non-refundable and are set as per ship for each calendar year i.e. January to December.

c) Pro-Ration Fee
The fee will be pro-rated according to the number of months remaining in the calendar year, including the month in which the enrolment commences. Any charges incurred on the ship prior to date of enrolment remain payable and are not refundable.

d) Renewal
Owners will need to notify MPA by 15 December via email: marine@mpa.gov.sg to withdraw from the scheme, otherwise a 1-year renewal will be automatically processed based on the size of the ship….
