Submarine outfall repair works off Chai Wan

For a period of approximately 4 months, submarine outfall repair works [are being] carried out in the following Works Areas:

WORKS AREA 1
This area is bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D):
(A) 22 deg. 16.401’N / 114 deg. 15.004’E
(B) 22 deg. 16.367’N / 114 deg. 15.049’E
(C) 22 deg. 16.326’N / 114 deg. 15.013’E
(D) 22 deg. 16.360’N / 114 deg. 14.967’E

WORKS AREA 2
This area is bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (E) to (H)
(E) 22 deg. 16.234’N / 114 deg. 14.856’E
(F) 22 deg. 16.199’N / 114 deg. 14.901’E
(G) 22 deg. 16.136’N / 114 deg. 14.846’E
(H) 22 deg. 16.171’N / 114 deg. 14.801’E

The works [is being] carried out by two derrick lighters. One tugboat and one work boat provide assistance.

A working area of approximately 50 metres around each lighter is established. Yellow marker buoys fitted with yellow flashing lights are laid to mark the positions of the anchors extending from the lighters.

The hours of work in Works Area 1 are round-the-clock. The hours of work in Works Area 2 are from 0800 to 1800 hours. Vessels employed for the works in Works Area 2 do not stay in the works area outside the hours of work.

Diving operations [are being] carried out from time to time during the hours of work.

Vessels engaged in the operations display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution and keep clear of the works areas at slow speed, bearing in mind there are divers working in the works areas.

Dredging at Tuen Mun Public Cargo Working Area

For approximately 5 months, dredging operations [are being] carried out within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D) and the adjacent shorelines:
(A) 22 deg. 22.872’N / 113 deg. 58.532’E
(B) 22 deg. 22.837’N / 113 deg. 58.549’E
(C) 22 deg. 22.689’N / 113 deg. 58.203’E
(D) 22 deg. 22.723’N / 113 deg. 58.185’E

The works [are being] carried out by one derrick lighter and one split hopper barge. One work boat and two tugboats provide assistance. The number of vessels engaged in the works change from time to time to suit operational requirements.

A working area of approximately 10 metres around the derrick lighter is established. Yellow marker buoys fitted with yellow flashing lights are laid to mark the positions of the anchors extending from the derrick lighter.

The hours of work are from 0700 to 1900 hours daily. Vessels employed for the works stay in the works area outside the hours of work.

Vessels engaged in the operations will display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution.

Fender repair works for dolphins

For approximately 3 months, fender repair works for dolphins [are being] carried out in Tuen Mun Typhoon Shelter.

The works [are being] carried out by one crane boat. One work boat provides assistance.

A working area of approximately 15 metres around the crane boat is established. Yellow marker buoys fitted with yellow flashing lights are laid to mark the positions of the anchors extending from the crane boat.

The works [are being] carried out from 0800 to 1900 hours. No works [are being] carried out on Sundays and public holidays. Vessels engaged in the works stay close to the dolphins outside the hours of work.

Diving operations [are being] carried out from time to time during the hours of work.

Vessels engaged in the works display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution, bearing in mind there are divers working around the dolphins.

New Year Countdown Celebration

The New Year Countdown Celebration which consists of a fireworks and pyrotechnic display will take place around midnight on the New Year’s Eve, 31 December 2018 and last for about 10 minutes.

The fireworks will be discharged from 4 barges and 13 pontoons anchored off the Hong Kong Convention and Exhibition Centre (HKCEC), and from a barge and 2 pontoons anchored off Tsim Sha Tsui (TST) respectively. The pyrotechnics and beam lightings will be discharged from the roof top of 7 buildings on Hong Kong Island.

Two Closed Areas, encompassing the craft anchored off HKCEC and TST to stage the aforesaid waterborne fireworks display, will be established with the following details:

CLOSED AREA 1
(i) The area is formed by four straight lines joining the following positions (WGS 84 Datum) between 1300 hours on 31 December 2018 and about 0500 hours on 1 January 2019:
(1) 22 deg. 17.360’N / 114 deg. 09.998’E
(2) 22 deg. 17.360’N / 114 deg. 10.724’E
(3) 22 deg. 17.192’N / 114 deg. 10.724’E
(4) 22 deg. 17.192’N / 114 deg. 09.998’E
(ii) The 4 barges and 13 pontoons for discharging fireworks will be anchored at the following positions (WGS 84 Datum):

(6) 22 deg. 17.559’N / 114 deg. 10.434’E
(7) 22 deg. 17.397’N / 114 deg. 10.434’E
(8) 22 deg. 17.397’N / 114 deg. 10.143’E
(iv) The 2 barges (one without fireworks) and 2 pontoons for discharging fireworks will be anchored at the following positions (WGS 84 Datum):
(r) 22 deg. 17.478’N / 114 deg. 10.231’E (pontoon)
(s) 22 deg. 17.478’N / 114 deg. 10.289’E (2 barges)
(t) 22 deg. 17.478’N / 114 deg. 10.346’E (pontoon)

The pontoons and barges staying inside the Closed Areas are connected by wire ropes illuminated by LED lights. The Closed Areas will be closed to all marine traffic except craft directly involved in the fireworks display.

A Restricted Area will be established in the Central Harbour from 2300 hours on 31 December 2018 to about 0100 hours on 1 January 2019 with the following details:
(i) The Eastern Cordon Line (ECL) of the Restricted Area is a straight line joining the south extremity of MTR Hung Hom Freight Terminal Pier and the breakwater at Kellett Island, Royal Hong Kong Yacht Club. The Western Cordon Line (WCL) of the Restricted Area is a straight line joining the southwest extremity of the Ocean Terminal and the Central Government Pier.
(ii) No vessel will be allowed to enter or remain within the Restricted Area except craft directly involved in the fireworks display, government launches and vessels with special permission from the Director of Marine.

To prevent speeding and minimize head-on encounters of vessels after the fireworks and pyrotechnic display, the WCL and ECL of the Restricted Area will be lifted at stagger time, i.e. the WCL will be lifted at about 0100 hours on 1 January 2019 and the ECL will be lifted later depending on the traffic condition in the Central Harbour.

It is anticipated that the Restricted Area will be completely lifted at about 0115 hours on 1 January 2019.

To facilitate the landside crowd control, all the public landing steps at Kowloon Public Pier will be closed from 2200 hours on 31 December 2018 to about 0100 hours on 1 January 2019.

Special marine traffic control measures for the New Year Countdown Celebration will be executed.
