Annual Marine Services Survey (2019) of shore-based operators

The Maritime and Port Authority of Singapore (MPA) has appointed ML Research Consultants Pte Ltd to conduct the Annual Marine Services Survey (2019) of shore-based operators (shipping agents and marine terminal/operation managers) from 08 Nov 2019 to 15 Jan 2020. The feedback received will assist in enhancing the marine services provided to ships in Singapore. Responses in the survey will be kept strictly confidential.

Shore-based operators will be informed about the survey via email and they can participate in the survey via the following link: https://survey.mlresearch.com.sg/mrIWeb/mrIWeb.dll?I.Project=MPA_2019_AMSS_SHOREBASED

Annual Marine Services Survey (2019) of shipmasters

The Maritime and Port Authority of Singapore (MPA) has appointed ML Research Consultants Pte Ltd to conduct the Annual Marine Services Survey (2019) of shipmasters from 08 Nov 2019 to 15 Jan 2020. The feedback received from shipmasters will assist in enhancing the marine services provided to ships in Singapore. Responses in the survey will be kept strictly confidential.

The survey questionnaires will be handed to shipmasters by harbour pilots from PSA Marine Pte Ltd. Shipmasters are requested to complete the questionnaires and return them to the harbour pilots or their agents using the enclosed pre-paid envelope. Alternatively, shipmasters can participate in the survey via the following link: http://mlresearch.com.sg/survey/mpa/

Coastal canoe race
Friday, November 8, 2019, Hong Kong

A canoe race will take place at Junk Bay, Joss House Bay and along northeastern coast of Hong Kong Island on 10 November 2019 (Sunday) during the period from 0900 hours to 1800 hours. About 100 canoes are expected to participate in the race.

The race will start from Tiu Keng Leng Pier in Junk Bay, follow a route passing Fat Tong Chau, Tit Cham Chau, Joss House Bay, Tung Lung Chau and then follow an western route passing Cape Collison, Lei Yue Mun and finish at Causeway Bay in Victoria Harbour.

Masters, coxswains and persons-in-charge of vessels navigating in the vicinity should proceed with caution, giving practical consideration to the contestants. Compliance with the provisions of the International Regulations for Preventing Collisions at Sea 1972 is mandatory.

Revised berthing policy and traffic structure

A revised Berthing Policy & Tariff Structure for vessels calling Dhamra Port will come into effect on 1 December 2019. No major changes have been made to the port tariff.

Bulbul intensifies to very heavy cyclonic storm

The orange alert was been sounded in West Bengal and heavy rainfall is expected in parts of the state after Cyclone Bulbul intensified into a very heavy Cyclonic Storm today (8 November). It is very likely to intensify further until the early morning tomorrow.

Bulbul lays about 690 km south of Kolkata, 420 km south-southeast of Paradip in Odisha and 650 km south-southwest of Bangladesh’s Khepupara.

Sea conditions will be very rough along off the Odisha and West Bengal coasts from today onwards, becoming very high on Saturday and Sunday. Several places over Odisha are likely to receive heavy rainfall. Gales reaching 70-80 kmph and increasing to 90 kmph are predicted towards 9 November.

Bulbul is expected to move initially north-northwestwards for the next 12 hours and then nearly northwards till Saturday morning, then re-curve northeastwards towards Bangladesh and adjoining West Bengal during the early hours of Sunday where it is expected to make landfall.

Vessels at Dhamra anchorage have been advised to pick up anchors and proceed to high seas.

Paradip Port has cancelled all inward movements from the 3rd Shift yesterday. Vessels at berth are to double-up mooring ropes and keep the engine ready for further instructions, until the cyclone passes. Vessels at anchorage advised to proceed to open seas and to return once conditions are favourable.

At Haldia, the port trust has issued precautionary measures to be observed by vessels.

Local warning signal No.IV has been hoisted at Hooghly ports along with sectional signal number II & III at Sagar Island ports.

All ports in Odisha state have hoisted signal LC-III.
